for a long time i was triying to register .com.np domain for blogger blog.finaly i get my blog khumnath.blogspot.com redirected to khumnath.com.np prossess was so easy like 1,2,3. anyone who have neplese resident card(nagarikata), can register this domain free of charge from MERCANTILE COMMUNICATIONS PVT. LTD(http://register.mos.com.np)
however there are some terms and conditions for domain registration.you can read from http://register.mos.com.np/terms-and-conditions.
